Catholic Financial Services (CatholicFS)

Vendor Site: www.catholicfs.org
Example Client: www.arch-no.org

Update 7/07: The district attorney of Kern County, CA has filed a civil complaint against CatholicFS that alleges, among other things, that they "diverted monies that were donated online." See the comments for more information.

CatholicFS is an affordable but very new service (as of August 2005) that appears to be similar in concept to PayPal. Individuals and organizations can transfer money or setup a donation form with at least some minimal organization branding. Difficulties in reaching the vendor and their lack of a track record make us nervous about recommending them in the short run, but they may be worth a look as they get established, particularly for Catholic organizations.

Fees and Transaction Costs

Setup Fees :
None Fees When Few Donations: Low Fees When Many Donations: Low

  • No setup or monthly fee
  • $0.39 per donation plus 2.99% of the donated amount (American Express is additional)
  • eChecks are charged at $1.95 per transaction
  • $1.00 charge whenever money is transferred from CatholicFS to the organization’s bank account

Merchant Account: Vendor’s

  • The organization will use CatholicFS’s merchant account
  • While we have no specific information from the vendor, we would expect that the charge on the donor’s credit card would show that it was made to “Catholic Financial Services”

Company Background: Unprofessional

  • Update 7/07: The district attorney of Kern County, CA has filed a civil complaint against CatholicFS that alleges, among other things, that they "diverted monies that were donated online." See the comments for more information.
  • Catholic Financial Services is owned by Catholic.org, which runs a large online newspaper
  • The Catholic Financial Services tool appears to be similar to PayPal – it allows individuals or organizations to transfer money via credit card or eCheck
  • The vendor reports, “While CatholicFS was specifically designed to support traditional Catholic donation and transaction processes, it is available to any organization needing to perform online transactions”
  • They started taking online payments in August 2005
  • We were unable to find more than a single organization using the service

Setup and Support: Acceptable

  • CatholicFS staff will setup the donation form with the organization’s logo and branding
  • CatholicFS was the only vendor that we were unable to reach via phone or email to get sufficient answers for this report. A number of phone messages were unreturned; we received two emails but neither robustly covered the questions we had asked

Donor Form Integration: Unknown

  • The donation form can include the organization’s logo
  • While we have no specific information from the vendor, we believe that the donation form cannot include the global navigation bar from the site – it appears to be designed as a popup window
  • The standard donation form is very clean, friendly, and well-designed
  • A small CatholicFS logo appears at the bottom of the form

Donor Form Flexibility: Unknown

The vendor reports that they are able to “populate specific fields on the page with the organization’s content”

Payment Processing: Unknown

  • Commonly process Visa, Master Card, American Express and Discover
  • They support recurring donations, although it is unclear whether these can be set up by the donor through the standard donation form
  • They support eChecks as a standard feature
  • CSV code credit card checks, at minimum, are available

Reports & Data: Good

  • A web-based administrative interface allows organizations to view donor information
  • Organizations can view month-to-month comparisons
  • The data can be downloaded into an Excel file; no customization of this file is available

Money Distribution: Good

  • The organization can manually kick off a check or an electronic transfer to their bank account whenever they wish. There is a $1.00 fee for each transfer

IS IT COMPULSORY TO HAVE A WEBSITE TO REGISTER FOR YOUR SERVICES?

As I understand it, CFServices does not require the oreganization receiving a donation to have a website. They have a website already set up, for example, to donate to many parochial schools. If you know enough information about who you are trying to donate to, and if that organization has a CFS account, they should be able to accept a donation.

The information in the review is obsolete. Go to the CFS website and check it out.

CFS can process payments via e-mail. In 2006 I contacted the publisher of Catholic Online and asked him to contact Idealware and see about rectifying some of the implications of this review. Mr. Gallagher responded that he would do so. Now, this review is still from 2005 and has not been updated. Idealware is sponsored in part by Planned Parenthood.
If you are interested in CFS, see the Catholic Online website. They also offer integration and web development services. The number of clients is extensive. It includes the Diocese of New Orleans (remember Katrina?) and the efforts to donate funds on behalf of rebuilding the Church communities there as well as numerous businesses and other organizations. If I could see this, then why couldn't the folks doing this review? Best regards.

Before doing business with this organization check to see how long you will have to wait to withdraw your funds. They state 2 to 3 days but their user agreement allows that to stretch to weeks and months to allow for chargebacks. Contact an actual user (if you can find one) for their experiences.

Don't do any business with this company. We have been waiting for three months for several thousand that is "processing" in our account.
More information here.

Catholic Financial Services has been ordered to appear in court by the district attorney of Kern County, CA to answer accusations of theft and breach of contract from several non-profit and other organizations.

Notice that the Diocese of New Orleans is no longer listed on their home page as a client. I wonder why?

Hi Ian,

Thanks for your comments - wow, that certainly raises some serious concerns! We (at Idealware) will try to independently confirm your comments - if we can find documentation, we'll remove CatholicFS from this report. We've got an email out to the district attorney - do you have any references for us that could be useful as we investigate?

Go to: http://www.kern.courts.ca.gov/civil-index/case-detail.asp

Then use pull down menus to select S-1500 and CV and then enter 261211

I was able to contact the (extremely helpful) assistant district attorney in Kern County, and have a copy of the complaint. This complaint, against Catholic Financial Services directly, as well as a number of other companies run by the same person, alleges that they:

-"have failed to deliver online contributions and payments to clients who have signed up for their service" including "contributions that were intended to be delivered to the archdiocese of New Orleans for Hurricane relief"
-"owe over $25,000 to various organizations that have attempted to utilize [their] online donation processing system"
-"as a result of financial distress, [they] diverted funds that were...intended to be delivered to clients who signed up through Catholic Financial Services"
-"made false, fraudulent, deceptive and misleading statements to explain non-payment"

We are moving CFS from our "Potenial for Specific Needs" list and into the "Not Recommended" list - though we'll leave it up with an additional note for those searching through search engines
